The Oregon Health Authority has a fantastic opportunity for an experienced Evaluation, Policy, and Contract Advisor (OPA 3) to join an excellent team. This is a full time, classified permanent position with Health Policy and Analytics.

What you will do!

The primary purpose of the Evaluation, Policy, and Contract Advisor (OPA 3) is to provide policy advice as well as design, lead, and contribute to evaluation projects for the 1115 Medicaid demonstration waiver. You will oversee and conduct analyses and communicate evaluation results and other information about Oregon’s health system. In this role, you will perform systems improvement, organizational improvement, contract management, and project management functions. You will manage and contribute to internal and external program evaluations conducted by OHA researchers, state agency partners, and independent contractors. You will collaborate with OHA researchers, other state agencies, consultants, and contractors, to define evaluation and research questions, analyze and interpret evaluation results and other data, and communicate findings and other information to policymakers, stakeholders, and the public. position will give you the opportunity to lead and organize multi-agency analytics efforts and provide recommendations to inform the operational and policy decisions of OHA leadership, the Governor’s office, the Oregon Health Policy Board, other state agencies, and health care stakeholder groups. Additionally, you will plan, coordinate, and collaborate with external partners such as DHS, Shared Services, and others, for example, consultants, contractors, and other teams within OHA staff, including research analysts and policy analysts.

Work Location: Hybrid options are available, with office space in Salem or Portland, Oregon.

Salary Range: $5,747 - $8,831 Monthly

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

  • Preferred Education: Master's degree in Public Health, Public Administration, Social Work, or comparable progressively responsible experience in health care policy, data, and analysis.
  • Proven experience in analyzing and reporting health care data using statistical analysis packages such as SPSS, SAS, or R.
  • Extensive knowledge of state and federal health care policy, health services research, and program evaluation methods.
  • Highly skilled in written and verbal communication, with a track record of producing clear reports, effectively visualizing and presenting data for diverse audiences, and synthesizing research findings into actionable insights.
  • Proven track record of managing multiple project timelines, contracts, plans, and deliverables, demonstrating strong project and contact management capabilities.
  • Exceptional ability in leading and facilitating stakeholder groups, with demonstrated expertise in building consensus among members with diverse viewpoints.
  • Advanced proficiency in Microsoft Office products, including Excel, Word, Publisher, Outlook, and PowerPoint.
  • Demonstrated expertise in promoting a culturally competent and diverse work environment.
