Summary:

Under the direction of the NCPHD Administrator, fulfills the requirements of the Oregon Health Authority Emergency Preparedness agreement, which includes planning, coordinating and exercising for a public health emergency.  Collaborates with community response partners to ensure public health plans and response are integrated with partner’s plans and response.   Manages Wasco Co. Medical Reserve Corps volunteers, and coordinates training of NCPHD staff in preparedness related activities. Works with NCPHD staff to coordinate public health response during emergencies, including dissemination of public information and warning in coordination with NCPHD Public Information Officer (PIO) or acts as back-up PIO.

 

Essential Functions:

  • Coordinates cooperative agreement (Oregon Health Authority Program Element 12), which funds the PHEP program. Creates and carries out annual work plan.
  • Assess resource needs for a public health emergency response; before, during and after an incident.
  • Coordinate emergency preparedness training of NCPHD staff, including PHEP Orientation for all new staff and N95 “Fit Testing” for NCPHD employees.
  • Coordinates the revision and assists with the implementation of the NCPHD All Hazards PHEP Plan, Annexes and other public health emergency plans.
  • Prepares and executes exercises, coordinates response, and conducts After Action Reviews, reporting, and improvement plan and coordinates implementation of recommendations.
  • Monitor health district compliance with the National Incident Management System (NIMS).
  • Promote and coordinate the District’s preparedness activities with other regional health departments, local response partners, the medical community, County Emergency Managers, etc.
  • Maintain protocol to reduce disruptions of the District’s business and assist with assuring rapid recovery of services after a public health emergency.
  • Assist Communicable Disease (CD) staff with coordination during a large outbreak, as needed.
  • Assist Environmental Health (EH) staff with coordination during a EH emergency, as needed.
  • Assist Wasco & Sherman County Emergency Management in planning for and operationalizing the Emergency Support Function 8 (Public Health & Medical) portion of their Emergency Operations Plan.
  • Coordinates with NCPHD Communications Coordinator to share information regarding preparedness, response and recovery from public health emergencies using NCPHD website, social media, PSA’s, and other methods. Acts as back-up PIO, as needed during emergencies.
  • Coordinates the Wasco County Medical Reserve Corps (MRC) volunteer program.
  • Maintains updated contact lists of community response partners.

 

Secondary Functions:

  • Provides community/professional education on Public Health Emergency Preparedness and response.
  • Acts as Health Alert Network Coordinator for Wasco, and Sherman Counties.
  • Acts as Strategic National Stockpile (SNS) partner with regional Emergency Response Community.
  • Acts as NCPHD delegate to the Healthcare Preparedness Program Region 6 Coalition.
  • Trains public health staff for the respective Incident Command Structure (ICS) roles and responsibilities for emergency preparedness and related assignments and maintains records.
  • Maintains and updates NCPHD Go-Kits, as budget allows.
  • Conducts oral presentations at various meetings and conferences as needed.
  • Coordinate and train NCPHD staff in the use of Public Safety radios.
  • Chairs and/or co-chairs NCPHD Safety Committee.
  • Participates in NCPHD Quality Improvement Activities and Public Health Modernization projects as applicable to the PHEP program.
  • Is to respond to a public health emergency as needed.
  • Any employee may be required by their manager to perform other duties which may be necessary or desirable and for which the employee is qualified.

Scope and Accountability: 

This work is community based and involves significant coordination and collaboration with governmental and non-governmental community partners.  Position requires a demonstrated ability to plan, organize and coordinate health planning projects; analyze facts and develop sound conclusions.  Establish and maintain effective working relationship with community agencies, governmental and public groups and individuals; provide effective consultation; and speak and write English effectively (fluency in Spanish is preferred, but not required).  Ability to travel throughout Wasco, and Sherman Counties frequently, within the State of Oregon occasionally and within the United States rarely, necessary.

 

 Knowledge, Skills, and Abilities:

  • Knowledge of principles and practices of public health planning; public relations; principles and practices of public administration; community resources including existing public health and health-related programs and agencies; principles and methods of data collection and techniques used in analysis of statistical data. Knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).  NIMS certified in the ICS courses IS 100-400, 700-706 and 800, HSEEP, OPS Center and EVERBRIDGE desirable.
  • Must be highly computer literate. Must have experience in writing and document creation.
  • Self-starter with the ability to manage multiple projects independently and/or as a member of a team, keeping track of progress and action items
  • Associates or Bachelor’s degree in Public Health, Emergency Planning or related field preferred. Education in combination with relevant experience in program management, Emergency Services, public health, health planning may substitute for degree. 
  • NIMS certified (or ability to become certified) in ICS courses 100, 700, 800, 2200, and G0191.  HSEEP training and EVERBRIDGE knowledge desirable.
  • Must possess a valid driver’s license.
