What you will do!
The Health Policy Development Team Manager is a management position within the Office of Health Policy and will act as one of two managers under the Health Policy Director. The Health Policy Development Team Manager (Team Manager) will be responsible for managing and overseeing smaller teams of senior policy analysts and project managers working on large-scale policy initiatives and programs, including but not limited to health care coverage, health system transformation, and multi-payer alignment. This manager will play a critical role in providing day-to-day support and strategic guidance for team members and ensuring alignment with cross-system policy initiatives throughout the agency and state. The Team Manager will work collaboratively with the Cost Programs Manager and the Health Policy Director to support team integration, coordination, and culture by planning and facilitating all staff meetings, retreats, and other strategies to connect staff across the Office of Health Policy. Further the Team Manager will play a lead role across the office for recruitment, hiring, and onboarding of new staff, directly recruiting new staff and supporting the Cost Programs Manager and Health Policy Director in other office recruitment processes. The Manager may (1) need to oversee new requests for policy analysis and support coming to the office and 2) provide content specific direction depending on the expertise and background of the manager.
Specifically, this position will be responsible for the following:
Staff/Team Management: Direct and oversee a team of policy analysts responsible for policy development, partner engagement, and cross-agency strategic and policy support.
Monitor performance, develop, train, coach, and provide direction.
Office coordination and administration: Oversee and facilitate office-wide convenings, including planning and facilitating monthly all staff meetings, health equity learning and planning meetings, informational meetings, and opportunities for learning and staff development. Play a lead role in planning retreats, as necessary.
Position management: Oversee and lead or support other office managers in the recruitment, hiring and onboarding of all new staff, which will entail working closely with HPA’s Office of Business Operations and OHA Human Resources.
Manage health policy initiatives: Direct, lead and manage staff responsible for a variety of health policy initiatives; conduct research and policy analysis; and coordinate work for alignment purposes on various topics to be determined. Issues and recommendations within the purview of this position are highly visible and potentially controversial to the affected public and private health care constituents, state agencies, and the Governor's office. The person in this position will work collaboratively with staff from across the Oregon Health Authority, as well as business leaders, health insurers, providers, system executives and other stakeholders, contractors, and consultants. MINIMUM QUALIFCATIONS
What we are looking for:
Seven years of supervision, management, or progressively related experience; OR four years of related experience and a Bachelor’s degree in a related field.
