The Oregon Health Authority has an exciting opportunity for an experienced Research Analyst to join an excellent team. This is an OPA4 full-time, permanent, management services position in the Health Policy and Analytics Division, Office of Health Analytics.

What you will do:

The Senior Policy Analyst position will manage, coordinate and lead policy development and analysis on several priority health policy topic areas in alignment with OHA’s strategic goal of eliminating health inequities by 2030, and other agency and statewide goals. These topic areas include but are not limited to strategies related to cost containment, coverage and access to health care, payment reform, delivery system innovations, improved health outcomes, health equity, and workforce.

This includes responsibility for providing recommendations and researching policy issues in support of the OHA Director’s office, state agencies, the Oregon Health Policy Board, partners, and other interested parties. Other activities include:

  • Establishing, coordinating, leading, and facilitating internal and external health care meetings or workgroups for input as required for the development and implementation of health system transformation in Oregon.
  • Conducting, scoping, and leading policy, program, and strategy research and developing health policy analyses, briefs, options memos, and reports in support of the work of the OHA and the Oregon Health Policy Board, and as requested by the Governor’s Office and the Legislature
  • Supporting OHA-wide efforts on health system transformation, including providing and coordinating technical assistance to internal divisions
  • Establishing, supporting, and serving as lead staff to policy committees, ensuring that meetings, materials, and members are coordinated, identified and strategically designed.
  • Developing, scoping, managing, tracking, and reporting on projects

Issues and recommendations within the purview of this position are highly visible and potentially controversial to the affected public and private health care constituents, state agencies, and the Governor's office. The person in this position will work collaboratively with staff from across the OHA, as well as consumers, health plan members, business leaders, health insurers, providers, system executives and other members of the public. Work Location: Optional 100% remote, 100% in-person or hybrid options are available, with office space in Portland or Salem.

What we are looking for:

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

  • Proven expertise in leading policy development, analysis, and strategy across health care systems, aligning with OHA's strategic goals, including health equity and cost containment.
  • Demonstrated ability in conducting high-level, independent policy research, analysis, and providing strategic recommendations to inform decisions at the state and agency level.
  • Track record of successful facilitation of internal and external health care meetings, workgroups, and task forces to advance health system transformation.
  • Advanced proficiency in interpreting and applying federal, state, and local laws, regulations, and policies, and preparing consultative advice and recommendations.
  • Highly skilled in legislative policy research, drafting proposals, and coordinating legislative efforts to impact health policy, including bill analysis and testimony.
  • Accomplished in project management, including planning, coordinating, and evaluating multi-agency projects and workgroups, managing budgets, and ensuring project performance.
  • Significant experience in organizational system improvement, analyzing opportunities for enhancing state agency systems and recommending actionable solutions.

Required Attributes:

  • Proven experience in policy advice and analysis, including providing strategic recommendations to senior leadership, external stakeholders, and state legislators.
  • Demonstrated expertise in managing complex projects, including risk identification, resource allocation, and contractor coordination.
  • Competency in communicating complex health policy issues to diverse stakeholders, including legislators, health care providers, and the public.
  • Expertise in evaluating the impact of legislative proposals and preparing reports and recommendations to ensure legislative alignment with policy goals.
  • Strong background in collaborative work with both internal teams and external partners, demonstrating high levels of cooperation and respect.
  • Proven track record of fostering a diverse, inclusive, and respectful workplace environment while promoting positive interactions with all stakeholders.
  • Successful track record of managing multiple, high-visibility policy initiatives, ensuring timely execution, and addressing challenges effectively.


We anticipate that the first round of interviews will be scheduled in early April.
